PRESENTATION OF THE PROJECT FOR THE CREATION OF DIGITAL JOBS FOR YOUTH AND CONTEXT OF THE STUDY

The United Nations (WFP) World Food Programme in Côte d’Ivoire, in partnership with the Ivorian government, wishes to carry out a project to create digital jobs for the youth. This project aims to support the government’s commitment and efforts to combat youth unemployment and underemployment by promoting their access to work opportunities resulting from the gradual and widespread integration of digital technologies in its economy.

The stakes of this project are in line with the desire of the government of Côte d’Ivoire to create at least 150,000 new jobs (direct and indirect) in the digital sector by 2021, through new jobs made possible by information and communication technologies (ICTs) such as call centres, e-commerce, mobile money, subcontracting and international subcontracting, content production, etc.

This project will help accelerate rural transformation and increase the capacity of vulnerable and marginalised youth across the country to benefit more equitably and rapidly from the opportunities associated with the adoption of digital technologies. It will promote access to additional income for unemployed youth living in rural and urban areas, enabling them to improve their level of food security, while contributing to the development of national human capital and the adaptation of the national labour market to the changing global economy.

The project will ensure gender equality by targeting women and men at a gender ratio of 1:1 or more in favour of women. Based on an assessment of labour market demand for jobs requiring basic digital skills, the project will provide access to and training in information and communication technologies, as well as a platform for access to ICT job opportunities, training and coaching.

The project will target young people aged between 18 and 35 years old, in all fourteen (14) administrative regions, including vulnerable, food insecure and disabled people.

For the evaluation of market demand, a study is organised for private companies and public administrations.

  • OBJECTIFS

The objective of the study is to assess the current and future absorptive capacity of the Ivorian labour market by identifying and quantifying job creation opportunities with the greatest potential for young people with limited or non-existent digital skills. This potential will also enable them to take up ICT-enhanced or ICT-dependent jobs, while enhancing their basic digital skills and competences to participate in economic modernisation.

  • STUDY AREAS

The study covers the following areas:

    • District of Abidjan
    • San Pedro Region
    • Poro Region
  • TARGET

The study will be conducted among a few hundred private companies, public administrations, local authorities and young people.

STUDY METHODOLOGY

The market study of the demand for basic digital skills in Côte d’Ivoire is a study that combines both quantitative and qualitative approaches to gain a better understanding of the subject:

  • The quantitative component mainly aims to measure the volume of demand for skills as well as the current and future gaps in trades requiring basic digital skills.
  • The qualitative part will explore some non-quantifiable but also important aspects such as attitudes, motivations and perceptions of populations and enterprises towards digital technologies. It combines documentary research, individual interviews with key players and focus groups with certain population players to analyse the environment and link them to trades requiring basic digital skills.
